Cecil was the son of David Harrelson and Nettie Mary Larkin Harrelson and was born in California. He had a sister, Helen Grace Harrelson who died of tuberculosis at age 25 and a half sister named Alma Phyllis Cox who also died of tuberculosis when she was 22. Cecil had a son, named Chester Leroy Harrelson who died when he was only 26 in San Francisco. He is buried at the Golden Gate National Cemetery. Cecil was a detective in San Francisco and later Seattle, Washington. He was divorced at the time of the 1930 Census in Seattle. Burial: Edmonds Memorial Cemetery Edmonds Snohomish County Washington, USA
