Please see that reference for more details. This was a group of Boers and Burghers selected by Lord Milner of South Africa to inspect commercial centers around the world and then report on their findings. They were especially interested in agricultural practices. That is all the information I have on this picture. I am not researching these lines, just saw the photo and thought I'd post it.
