Joseph immigrated to the US in the late 1880's as did one or two of his brothers. He was an Engineer and the inventor of Foley's Universal Angular Instrument. It was a device for measuring height, distance and degree both on land and at sea. He may have been the Joseph D. Foley, of Troy, NY who was granted a patent in 1912 by the US Patent Office for a Range Finder. His date of death is unknown.
